Procurement Manager

Parsons is seeking a Procurement Manager for a VVIP mega-project in Riyadh. You will lead the end-to-end procurement strategy for multi-billion-dollar design and construction packages. This executive-level role involves translating project delivery objectives into actionable sourcing strategies, conducting market analysis, leading complex tender processes, and managing high-stakes negotiations with major contractors.

- Develop mega-project procurement and contracting strategies.
- Conduct market intelligence and identified supply chain dependencies.
- Lead high-value tender processes (EOI, Prequalification, RFP, Award).
- Conduct high-stakes commercial and contractual negotiations.
- Drive cost savings through contract optimization.
- Collaborate with Project Controls, Engineering, and Legal teams.
- Oversee contract finalization and change order management.
- Establish KPIs and prepare performance reports for Senior Management.
المؤهلات
- Extensive experience managing large-scale procurement operations in KSA.
- Bachelor’s degree in Business Administration, Engineering, or Supply Chain Management.
- Master’s degree or professional certifications (CIPS, CPSM, PMP) highly desirable.
- Minimum 10 years of progressive, strategic procurement and supply chain management experience.
- Experience on mega-projects (>$4 Billion SAR) in infrastructure or construction.
