Job Description
We are seeking a proactive and detail-oriented HR Executive with prior experience in a contracting or construction environment to manage end-to-end HR operations in Riyadh. The ideal candidate will have strong hands-on experience handling site-based manpower, employee relations, and full compliance with Saudi labor laws and government systems.
Key Responsibilities:
1. Recruitment & Workforce Management: Coordinate recruitment for site and office staff including engineers, technicians, laborers, and support personnel. Manage onboarding, mobilization, and demobilization of site employees. Prepare offer letters, employment contracts, and joining documentation.
2. HR Operations & Administration: Maintain accurate employee records, manpower databases, and site-wise headcount reports. Manage attendance, leaves, overtime, and timesheets for site staff. Coordinate payroll inputs with the Finance department.
3. Government Relations & Compliance: Handle employee records and transactions through Qiwa, Muqeem, GOSI, Absher, and Mudad. Manage Iqama issuance, renewal, transfers, visa processing, and exit formalities. Ensure full compliance with Saudi Labor Law and internal HR policies.
4. Employee Relations: Address HR issues for both site and office employees. Support disciplinary actions, warnings, and grievance documentation. Assist in performance reviews, training programs, and employee development initiatives.
5. Reporting & Coordination: Prepare HR reports related to manpower, recruitment, turnover, and compliance. Coordinate closely with PROs, project managers, and site supervisors on HR matters.

Qualifications
- Bachelor’s degree in Human Resources, Business Administration, or a related field
- 3–6 years of HR experience in Saudi Arabia, preferably in a contracting or construction company
- Strong working knowledge of Saudi Labor Law and government portals
- Proficient in MS Office (Excel, Word)
- Proven ability to manage both blue-collar and white-collar workforce
